RECENT STATISTICAL evidence gives the lie to the presumption underlying the "war on drugs"--that higher prison sentencing is a deterrent to crime. It’s about two decades overdue.
The war on drugs tripled the U.S. prison population since 1980--with the vast majority incarcerated for nonviolent drug-related offenses.
A Sentencing Project study released last week shows that California’s "three-strikes-and-you’re-out" law--one of the harshest imprisonment policies in the U.S.--has had no effect on the state’s crime rate in the seven years since it took effect.

Brussels 10-06-2003 -- EU scientists agreed on Friday to legalize the controversial herbicide paraquat, to the fury of environmentalists who insist the chemical is acutely toxic for both humans and animals.

The extent of poisoning caused by paraquat depends on the amount, route, and duration of exposure and the person’s condition of health at the time of the exposure. Toxic chemical reactions occur throughout many parts of the body, primarily the lungs, liver, and kidneys. The actual mechanism by which paraquat damages the lungs is not known.

Nevada -- A 56-year-old woman convicted of misdemeanor possession of marijuana may get to keep her Boulder City home without a court fight despite the city's lawsuit to seize the property. She apparently may pay the city to drop the lawsuit.
Boulder City Attorney Dave Olsen said he's optimistic a settlement will be reached with Cynthia Warren that would have her pay in exchange for the city dropping its effort to confiscate her home, which city officials say would fetch $400,000 in an auction.
